What Is AUVI?

The AUVI – Angola's Unicorns Venture Initiative is an unprecedented Special Business Incubator Programme that simultaneously provides up to 2,000 Angolan citizens with fully funded academic scholarships at world-class universities abroad, and creates 500 new high-potential Angolan companies — each with the strategic ambition of achieving 'Unicorn' status: a market valuation equal to or exceeding USD 1,000,000,000.

 

At its core, AUVI aligns individual academic excellence with national entrepreneurial development. Every scholarship recipient — designated a Beneficiary — simultaneously becomes an equity co-shareholder in one of the 500 newly incorporated Angolan Sociedades Anónimas (S.A.), committing to serve that company for a minimum of five years following the conclusion of their studies abroad.

 

This is not merely a scholarship programme. AUVI is Angola's largest structured human capital and enterprise creation initiative, designed to produce the next generation of globally educated, equity-holding Angolan entrepreneurs and business leaders.

 

Two Tracks, One Vision

The Programme offers two parallel and complementary tracks, each tailored to the academic level and professional aspirations of eligible Angolan citizens:

Note: The determination of each Beneficiary's destination country and Partner University is made by NATIAAC on the basis of the Beneficiary's Academic Aptitude Assessment Examination results, academic profile, and stated preferences.

 

Company Equity Structure

Each of the 500 new Angolan Sociedades Anónimas (S.A.) to be incorporated under the AUVI Programme will have four (4) Beneficiaries as co-shareholders, structured as follows:

 

Bachelor's Track Companies (250 companies)

•      NATIAAC: 40% of share capital

•      Each of 4 Beneficiaries: 15% of share capital (4 × 15% = 60%)

•      Total: 40% + 60% = 100%

 

Master's Track Companies (250 companies)

•      NATIAAC: 20% of share capital

•      Each of 4 Beneficiaries: 20% of share capital (4 × 20% = 80%)

•      Total: 20% + 80% = 100%

 

What the AUVI Programme Fully Covers

This is a 100% fully funded opportunity for selected Beneficiaries, with all academic and living costs covered by the AUVI Investor Pool — comprising Investment Funds, Pension Funds, Venture Capital Funds, Private Credit Funds, Financial Institutions, and other qualified institutional investors. The Programme covers:

 

•      Tuition and university fees

•      Accommodation and living expenses (covered through the monthly stipend)

•      International travel and relocation costs

•      Health insurance and all other mandatory expenses

•      Annual living stipends: USD 19,500 for Bachelor's Beneficiaries | USD 39,000 for Master's Beneficiaries

•      Equity co-ownership in a newly incorporated Angolan company from the date of enrolment

 

Destination Countries and Partner Universities

Beneficiaries will be placed at Partner Universities in the following countries:

 

•      United States of America (USA)

•      Canada

•      United Kingdom of Great Britain and Northern Ireland

•      Australia

•      New Zealand

 

The assignment of each Beneficiary to a specific destination country and Partner University is determined by NATIAAC on the basis of Academic Aptitude Assessment Examination results, the Beneficiary's academic profile, and stated preferences — as indicated on the Official Application Form.

How to Apply

Any Angolan citizen who meets the Programme's eligibility criteria and is able to make the required enrollment contribution may apply. The application process proceeds as follows:

 

•      Step 1 — Download the Application Form: Obtain the Official Application and Candidacy Form from NATIAAC or ANACEA. or see below.

•      Step 2 — Complete and Submit: Complete all mandatory sections clearly and accurately, attach all required supporting documents, and submit by e-mail to External link opens in new tab or windowauvi-angola-unicorns-venture-initiative@pentagonleaders.com  no later than 17 April 2026.

•      Step 3 — Academic Aptitude Assessment Examination: Sit the examination administered electronically by e-mail on 25 April 2026, between 14:00 and 18:00 (Angola Standard Time).

•      Step 4 — Results: Await publication of final results on 29 May 2026.

 

Enrollment Payment: As a condition of enrollment, each applicant must make the required contribution — AOA 15,000,000.00 for the Bachelor's Track, or AOA 30,000,000.00 for the Master's Track — to the bank account designated by NATIAAC, with proof of payment attached to the Application Form.

 

SELECTION AND BENEFICIARIES

Q: Why do candidates have to pay an enrolment fee of 15 or 30 million Kwanzas?

A: The enrolment fee represents the beneficiary’s personal financial commitment and skin in the game in their future company.

In return, each selected beneficiary receives:


A full scholarship covering 100% of tuition fees, international travel, and accommodation;

A monthly stipend in USD that significantly exceeds the value of the enrolment fee over the duration of the studies;

Ownership of 15% or 20% of a pre-capitalised company.


This model ensures that only serious and committed candidates participate while providing them with far greater value than their initial contribution.

Q: How will transparency be guaranteed in the selection process?

A: The selection process is strictly merit-based and highly transparent.

The main criterion is performance in the Academic Aptitude Assessment Examination, which will be conducted electronically on 25 April. All results will be made public and fully auditable, ensuring that only the best-qualified talents are selected, regardless of background or connections.


RETURN FOR ANGOLA

Q: What guarantees that these graduates will return to Angola to work in their companies?

A: Each beneficiary signs a legally binding contract committing them to work in their company in Angola for a minimum of 5 years (60 months) after graduation.

As shareholders with significant ownership (15% or 20%), they have strong financial and professional incentives to return and ensure the long-term success of their businesses in Angola.

Q: What is NATIAAC’s role after the creation of these 500 companies?

A: NATIAAC will continue to play an active role as Programme Administrator and strategic partner.

We will provide ongoing legal, administrative, and financial market support to ensure the 500 companies are not left isolated. Beneficiaries will have continuous access to investment opportunities, mentorship, and the necessary ecosystem to help their companies thrive.


Beneficiary Obligations

By enrolling in the AUVI Programme, each Beneficiary irrevocably commits to:

 

•      Completing the full academic programme (Bachelor's or Master's degree) at the assigned Partner University abroad;

•      Serving the newly incorporated company in which they hold equity — whether full-time or part-time — for a minimum mandatory period of five (5) years (sixty (60) months) following the conclusion of their academic training abroad;

•      Acting in full compliance with the Articles of Association (Estatutos Sociais) of the company in which they are a shareholder;

•      Maintaining the confidentiality of all proprietary information disclosed to them within the scope of the Programme.

 

Programme Governance and Institutional Framework

The AUVI Programme is structured and managed by a partnership of formally constituted entities with clearly defined roles and responsibilities:

 

NATIAAC – Indústria e Serviços, Lda. (Programme Administrator)

NATIAAC is the Angolan Programme Administrator, responsible for all day-to-day operations, including the promotion of the Programme, receipt and processing of applications, administration of the Academic Aptitude Assessment Examination, selection of Beneficiaries, incorporation of the 500 new companies, and placement and support of Beneficiaries at Partner Universities. NATIAAC manages all applicant funds through its dedicated corporate bank account in Angola.

ANACEA — Associação Nacional Académica, Científica e Empresarial Angolana (Capital Raising Partner)

ANACEA is the Angolan institutional partner responsible for raising the financial resources required to fund the AUVI Programme, through Debt Private Placements directed at qualified institutional investors domiciled in the Republic of Austria. Funds raised by ANACEA are on-lent to NATIAAC for the exclusive purpose of implementing the Programme.

 

The Austrian Financial Market Authority (FMA) has officially confirmed, by letter dated 12 December 2023 (Ref. GZ FMA-GW4000.922/0008-PGT/2023), that ANACEA's planned private placements in Austria, directed exclusively at qualified investors, are exempt from prospectus publication requirements under Article 1(4)(a) of EU Regulation 2017/1129 and are not subject to the FM-GwG anti-money-laundering supervision by virtue of ANACEA's domicile outside Austria.

The AUVI Programme operates within a fully assessed and confirmed regulatory framework spanning several jurisdictions:

 

•      Republic of Austria (FMA Confirmation): ANACEA's Debt Private Placements in Austria are directed exclusively at qualified investors and are therefore exempt from prospectus publication obligations under Article 1(4)(a) of EU Regulation 2017/1129 (Ref. Important Clarification on the Role of PENTAGON G.P. Sàrl

PENTAGON G.P. Sàrl (Luxembourg-based) does NOT act as escrow agent for the collection, holding, or management of any applicant fees paid in Angola (neither the mandatory registration fee nor the optional exemption payments). Those funds are handled exclusively by NATIAAC through its dedicated account at any bank in Angola.

The role of PENTAGON is strictly limited to acting as advisory and escrow agent solely in relation to subsequent disbursements to universities and related scholarship funding processes (tuition, accommodation, stipends, insurance, travel, etc.). Specifically:

  • It serves as a neutral, custodial entity only for the secure handling, deposit, and release of funds directly to educational institutions and for covering the approved expenses of selected beneficiaries.
  • It acts exclusively upon express written instructions received from authorized parties (primarily NATIAAC as the implementing SPV).
  • It has no responsibility whatsoever for the management, investment, security, or refund of the application fees collected in Angola.
  • Its liability is extremely limited (only in cases of proven gross negligence or willful misconduct), and it does not investigate or verify the origin, validity, or accuracy of instructions received.
  • It also provides ministerial support such as secure email archiving and compliance guidance, but without any involvement in the Angolan applicant-fee bank account or the initial collection of candidate payments.
